Having focused on weaponization in Quisling Spotlight: Todd Blanche, we realized we should move Bill Pulte up in the queue - he’s another participant in that same activity, and he’s earned a visit here at Quislings@Substack. Who knew you could weaponize housing?
But there is something even more important here: the Office of the Director of National Intelligence - what it is, and why it’s a genuinely bad idea to have a sycophant at the helm.
Bill Pulte was a minor housing-industry figure with a Twitter following until he attached himself to Donald Trump, loudly and often. Eighteen months later he runs the agency that oversees Fannie Mae and Freddie Mac - and, since June 2026, he’s also acting Director of National Intelligence. He has never worked in mortgage regulation, banking supervision, or national security.
What he’s done with the power is remarkably consistent: go after the President’s critics, praise the President in public, and clear out anyone who might get in the way. A character much like Todd Blanche, only richer.
The Résumé
Like Trump, a silver-spoon millionaire - grandson of PulteGroup founder William J. Pulte; studied broadcast journalism at Northwestern.
Pre-government career: a private equity firm (Pulte Capital), an urban blight removal nonprofit, and four years on his grandfather’s company board - a seat he lost in 2020 after a family feud so bitter he accused his own step-grandmother of insider trading.
Best known before 2025 as “the Inventor of Twitter Philanthropy” (his own words) and as an accidental folk hero to GameStop and Bed Bath & Beyond meme-stock traders.
Confirmed FHFA Director in March 2025. Named acting DNI in June 2026 - while keeping the FHFA job.
The Money
● $35,000 to Trump Victory in 2019; $100,000 from his wife, Diana Pulte, in 2020.
● $500,000 to the pro-Trump “MAGA Again!” super PAC in 2021, routed through a Delaware shell company traced to a Pulte-linked Boca Raton address. The PAC settled with the FEC in 2025 over the undisclosed source.
The Sycophancy
Pulte’s public voice, in his own words:
“Thank you Mr. President. You are the greatest President in history, and under your leadership, we will restore the American Dream FOR ALL!”
“THANK YOU PRESIDENT TRUMP! All despite ‘Too Late’ Jerome Powell.”
Trump apparently valued Pulte’s social-media instincts enough to run content by him directly: according to Axios, he discussed his AI “Jesus” meme - the portrayal of himself as a Christlike healer, which we covered in The Golden Calf 2.0 - with Pulte before posting it to Truth Social. (One adviser close to Pulte disputed that he supplied the image.) The backlash was severe enough that Trump deleted the post; whether he’s still taking Pulte’s advice on what to post is an open question.
The Weaponization
Filed criminal mortgage-fraud referrals against Fed Governor Lisa Cook, NY AG Letitia James, Sen. Adam Schiff, and Rep. Eric Swalwell - every one a prominent Trump critic. Pulte insists the process is nonpartisan; the target list argues otherwise.
These referrals normally go through FHFA’s independent inspector general. Pulte announced his own on social media - which is a big part of why eight Senate Democrats asked the GAO to investigate him, and why House Judiciary Democrats sent a formal oversight letter.
Posted or reposted 100+ items on X attacking Fed Chair Jerome Powell, demanding his resignation and accusing him of “economic warfare.” Sen. Elizabeth Warren requested a copy of his schedule to see whether that had become his actual job.
Fired six political appointees and pulled dozens of career officials off their posts within days of taking over the Office of the Director of National Intelligence - moves that Congress’s own intelligence leaders, Rep. Jim Himes and Sen. Mark Warner, warned were inappropriate for anyone serving in an acting capacity. Warner has since introduced legislation aimed specifically at stopping another unqualified acting official from running the intelligence community again.
The Inexperience
The Office of the Director of National Intelligence was created because Congress decided that better coordination among the country’s myriad spy agencies might have prevented 9/11. The law creating it included one clear requirement:
“Any individual nominated for appointment as Director of National Intelligence shall have extensive national security expertise.”
That requirement technically binds a nominee going through Senate confirmation. Pulte was never nominated - he was installed as “acting” Director under the Vacancies Reform Act, a maneuver that conveniently sidesteps the very qualification Congress wrote into law after 9/11.
Pulte has no background in intelligence, national security, or law enforcement of any kind. Even the Washington Examiner’s Byron York - no liberal - called the pick “a poor choice.” A Washington Post op-ed was more blunt: Pulte, it said, is “a partisan sycophant” who has none of the “extensive national security expertise” the law requires of a DNI nominee. A second Post op-ed two days later needed only a headline: “Trump DNI pick Bill Pulte has one qualification: loyalty.”
Why It Matters at ODNI
Telling people what they want to hear isn’t just cowardice in office - it can lead to disaster in the intelligence community. Think of the reason the ODNI was created: to foster communication and information sharing among the 17 other, disparate intelligence agencies it coordinates.
Add to that the hubris of firing people indiscriminately - either because you don’t want to hear from them, or because they were appointed by someone else - and you’ve eroded the very purpose ODNI was built to serve.
Bottom Line
Pulte didn’t land two of the most powerful jobs in Washington by knowing housing finance or intelligence. He got them by being one of the loudest, most public loyalists available - willing to file the referrals, run the pressure campaigns, and say “Thank you Mr. President” on camera. That’s the whole résumé.
It has harmed the people he targeted at FHFA. Now the same instinct is compromising the agency built to prevent the next 9/11.
